Bernhard Weninger

Werner Goegebeur

Werner Goegebeur is Doctor in History and Professor Emeritus at the Vrije Universiteit Brussel (VUB). He worked as a secondary school teacher for many years. He headed the Commission charged with designing the Final Goals for History in high school education in the Flemish Community, and the Commission which outlined the Basic Competencies for Classical Studies. From 1990 until 1997 he was head of the Interfaculty Teacher Training Department of the VUB, and from 2001-2005 he was Dean of the Faculty of Arts of the Vrije Universiteit Brussel. Currently he is still involved in the teaching of subject-teaching methodology for History. 

In 1991 he presided over the Commission which drew up a system of academic accreditation for the Flemish Community. From 1996 till 2000 he was head of the Education Commission of the Flemish Inter-University Council which designed the draft text for innovations in teaching and the use of ICT in the Flemish academic world. At the same time, he also headed the Flemish Education Council’s Secondary Education Deliberation Platform. In addition, he served on the advisory board of the Dutch NWO. He participated as an expert member in the activities of the University of Vienna project ‘Standards of Initial Training for History Teachers in Europe’. He is a member of the International Advisory Board of the Dutch Center for Historical Culture and member of the International Society for History Didactics. 

His publications address subjects including ethnicity and multiculturalism in Greek Antiquity, historical consciousness, historical competency, subject-teaching methodology for History, the teacher training curriculum, and the problem of transition from secondary to higher education.

Linda van Looy

Prof. Dr. Linda van Looy is a senior university professor in the department of teacher education of the ‘Vrije Universiteit Brussel’ (VUB, Free University of Brussels). Her main role is the training of communicative, social, reflective and research skills. She is lecturer of the course ‘Teaching methodology in culture sciences’. She is also responsible for the ‘Guided Practical Training in Communication Sciences, Criminology, Political Sciences and Sociology’.

She worked as a secondary school teacher for ten years. She started in 1990 with research on guidance in teacher education (Ph.D.). Afterwards she investigated the use of portfolio as an instrument for students in competency based learning. From 2005 until 2009 she was leading the Interfaculty Teacher Training Department of her university. More recently (2007-2009) she was chairperson of the ‘Brussels Expertisenetwerk Onderwijs’ (Brussels Educational Network).

Tatiana Minkina-Milko

Tatiana Minkina-Milko is currently Deputy Head of the History Education Division in the Council of Europe. 

In her work she is responsible for bilateral, and regional co-operation programmes involving such geographical areas as the Black Sea, the Caucasus, South East Europe, as well as such countries as the Russian Federation and Cyprus. 

The programmes conducted by Ms  Minkina-Milko are focused on the following areas: the preparation of curricula for schools and higher education establishments, on the development of new teaching tools and interactive approaches aimed at teaching history on a basis of multiperspectivity with a view of strengthening tolerance and mutual respect. 

She is also involved in the development of intergovernmental projects which bring together 50 countries, Party to the European Cultural Convention, such as the Image of the Other in teaching History and Shared histories for a Europe without dividing lines.

By her education Tatiana Minkina-Milko is a historian (Phd in history). Before she started her work at the Council of Europe in 1996 she was a professor at the historical faculty of the Moscow State University named after M.V. Lomonosov. Her scientific profile was linked to the research of intercultural relations. She is the author of a number of publications on intercultural communication  and teaching history in conflict and post-conflict areas.

Brian Carvell

Brian Carvell is an Educational Publishing Consultant with international experience of school textbook publishing. A former teacher and teacher trainer, he has worked for several major UK textbook publishing companies at executive director level.    

During Brian's publishing career he has been chairman of the European Educational Publishing Group (EEPG), a board member of the Educational Publishers Council of the UK, Chair of Leadership Committee of the Global Learning Initiative (GLI) and a member of the Steering Group for Textbook Evaluation of the Qualifications and Curriculum Authority (QCA) in the UK.

Brian has worked on a number of bi-lateral programmes with the Council of Europe developing new textbooks and is a member of the Council of Europe project group "The image of the other".

John Hamer

John Hamer is currently Deputy Chairman of an education consultancy, adviser to a number of heritage groups and a Special Lecturer in the School of Education at Nottingham University. 

Previously he taught history for over 20 years, was chief examiner for two national examinations in history and was Vice-Principal of a college for 16-19 year old students.  

For14 years he was a member of Her Majesty’s Inspectorate of Education (HMI) inspecting schools,  colleges and university departments of education throughout England.

He has been an external examiner at the universities of Exeter and Hull and is the author of several books and articles on history, history teaching and heritage education. 

In recent years he has worked extensively as a consultant for the Council of Europe and other organisations in central and eastern Europe, Africa, the Caribbean and the Middle East.

Falk Pingel

Falk Pingel, PhD, was for many years the deputy director of the Georg Eckert Institute for International Textbook Research in Braunschweig/Germany. In 2003/2004, he was the first director of the OSCE's Education Department in Sarajewo, Bosnia and Herzegovina. 

He also taught contemporary history as well as theory and didactics of history at Bielefeld University and served as guest lecturer abroad, in particular in Israel, South Eastern Europe and at the East China Normal University in Shanghai. 

He has conducted comparative textbook projects, amongst others, in Israel-Palestine, East Asia, South Africa and the Balkans. 

Since his retirement in 2009, he is a consultant on issues of textbook and curriculum research and revision to governmental and academic institutions as well as international organisations such as UNESCO; OSCE and the Council of Europe.

Ineke Veldhuis-Meester

Ineke Veldhuis-Meester is a former Associate Professor in Postgraduate Teacher Courses for History and Civics at Groningen University, the Netherlands, and a former History Teacher in Dutch and International Secondary Education. 

She has a Master's Degree in History, Dutch Language, Medieval Philosophy and in History Education. 

She has worked on national and international level with teachers of secondary schools and university as colleague and in-service-trainer. A board member of the Association of Teachers in History and Civics in the Netherlands (VGN); a constructor of National History Exams at the National Institute for Assessment  and Measurement, CITO. 

With 'a gang of four' she developed  and implemented the Examinations for History in Upper Secondary Education throughout the Netherlands, through workshops and publications (1991-1999). She was responsible for the European dimension in the ITT of the University Center for Learning and Teaching. 

Since 1995 she has been an expert in EUROCLIO and Council of Europe projects on history teaching and innovative methodology. She was a member of the CoE Project Group "Learning and Teaching about the History of Europe in the 20th century" (1997-2000). She is involved in the Project "Shared Histories for a Europe without Dividing Lines". On behalf of the Queen she was rewarded with the Royal Decoration "Lady in the Order of Orange-Nassau" (2005). 

Since 2006 an independent consultant for History Education. Contributor  for the Netherlands in the project Historiana, developing a cross border, comparative educational web tool around the themes People on the Move and Human Rights and Responsibilities.

Arbër Salihu

Marko Šuica

Marko Šuica is assistant professor at History department of Faculty of Philosophy in Belgrade and visiting professor at Faculty of Philosophy in Banja Luka, BH. 

From 2001 until 2004 he was coordinator of Georg Eckert Institute and Stability Pact project on History Textbook Research, Development and Textbook Comparison in South-Eastern Europe. 

His activities include taking part in teacher seminars, workshops and educational projects (covering multyperspectivity, controversial, sensitive and minority issues in history teaching) on national and regional level in cooperation with Ministry of Education, OSCE, High commissioner for human rights in Belgrade, History Education Division of Council of Europe, and Georg Eckert Institute.

Ladislav Ruman

Born on the 17th of September in 1950 in Bratislava. He attended elementary and grammar school in Bratislava from the years 1957 to 1969. 

He graduated at the Philosophical Faculty of the Comenius University in Bratislava in the year 1976, specialization -  history and English language. 

He is an academic teacher at the University of Constantinus the Philosopher in Nitra from the year 1979 when he started to teach in the Department of History. 

After the defence of the work "Social and economic reasons of the Pilsudski´s Coup d´Etat and its political consequences in the year 1926 in Poland" he recieved the degree PhDr. He started to study external PhD study programme which he finished in the year 1988 with the defence of the work "The attitude of Czechoslovak Social Democracy to some problems of internal and external policy in the years 1920 – 1938". 

He is now working in the post of "docent" after the defence of the work "Poland 'in the shadow' of Pilsudski" at the university. He cooperated on several research works: "Economical and political changes of Ponitrie in the years 1945-1960", "Political systems in the history of Europe", etc. 

His teacher's activity is mostly oriented on Czechoslovak and World history during the World Wars, totalitarian dictatorships and political parties in this period. He is the member of "Polish – Slovakian historical commission" and the member of  editorial board of Studia Historica Nitriensie.

Andreja Rihter

After having studied history and sociology at the University of Ljubljana, I worked for a short time in the Gymnasium in Celje and then 1981 started as curator in the then Museum of the Revolution, doing research for exhibitions on mainly modern historical topics. Since 1986, I have been the director of the Museum of the Revolution, which in 1989 was renamed the Museum of Recent History. 

Since 2006, I have taken part as an expert in the Council of Europe project "The image of the other in history teaching"; 

Let me also mention that I was Minister of Culture in the Government of the Republic of Slovenia for four years, during the period when Slovenia was negotiating the final steps for joining the European Union and finally entered in 2004. Immediately after the expiry of my term, I undertook expert work in the field of history and teaching. I obtained my master’s degree with the thesis "Development of tourism in the Celje region between the two wars". Currently, I work mostly in the Slovenian Parliament, where I participate on the Board of Culture, Education, Youth and Sports, and on the Board of External Affairs. As a member of parliament, I also participate in the Council of Europe’s Committee on Culture, Science and Sport, where I have been head of the Subcommittee on Heritage since April of this year.

Çağrı Erhan

Çağrı Erhan received his BA and MA degrees in International Relations from Ankara University, Faculty of Political Science (AUFPS) and concluded his Ph. D. in Hacettepe University Department of History.

He started his academic career as a research assistant at AUFPS Department of International Relations in 1994. He was appointed as an assistant professor in 2002 and as an associate professor in 2003 at the same department.

He serves in AUFPS Department of International Relations as full professor since December 2008.  He lectures on European Security, the NATO, the Middle East, and Turkish-American Relations.

He is also the director of European Research Center of Ankara University and chairman of Center for Trans-Atlantic Relations within International Strategic Research Organization (ISRO-USAK).

Since 2005, Dr. Erhan a project group member of European Council's projects on history teaching. Since 2006 he is a member in the "Expert Advisory Group: European Decision-Makers and South Mediterranean Actors - Partners in Conflict Prevention and Resolution".
